Carthage is pleased to offer an add-on licensure program for the bilingual educator license. This program can be completed at the graduate level leading to the #1023 bilingual education license and your Master of Education degree, or it can be completed as a post-baccalaureate program leading to the license only.
This is an add-on license that must attach to one’s initial or primary license. The primary license dictates which grade levels you are eligible to teach with the #1023 add-on license.
Bilingual/Bicultural Education Requirements (33 credits)
M.Ed. Core Classes 9 credits)
All M.Ed. candidates are required to take the following:
- EDU 5060 Foundations of Education (3 credits)
- EDU 5249 Research Paradigms in Educational Research (3 credits)
- EDU 5282 Culturally Responsive Instruction (3 credits)
- EDU 5990 Master’s Degree Capstone Completion (0 credits)
Choose one (3 credits)
- EDU 5550 Master’s Degree Capstone Experience (3 credits)
- EDU 5950 Master’s Comprehensive Exam (3 credits)
Beyond or as part of initial licensure, candidates must have completed the following prerequisite requirements:
- Teaching license in another field
- Coursework in accommodating learning differences
- 8 credits of study in a modern language (must meet ACTFL requirements as noted following coursework for bilingual licensure)

- EDU 5281 English Language Learner: Methods and Study in Education (3 credits)

- EDU 5279 Bilingual Methods (3 credits)
- EDU 5285 Fundamentals of Linguistics for Teachers of Diverse Learners (3 credits)
- EDU 5286 Practicum in Bilingual Classrooms (3 credits)
Additional DPI Licensure Requirement:
For bilingual certification, ACTFL World Language Tests: Wisconsin requires both the Oral Proficiency Interview (OPI-OPIc) and Writing Proficiency Test (WPT). The qualifying score for Wisconsin licensure on both tests is Intermediate High.
